Smart, Inc. was founded in 1993 to meet the high demands of Real Estate and economic consulting services. Smart, Inc. is headquartered in New Orleans, La. and is currently doing business throughout the United States. In its capacity as a Real Estate consulting, development and operations management firm, we have directed our attention to the growing issues of technical assistance needs for HUD and PHA’s, economic redevelopment and consultation, as well as, strategic and master planning, project design/implementation, technology integration and deployment.
In September of 2002 Smart, Inc. was awarded a Blanket Purchase Award as a HOPE IV Expediter. This award provided grantees with expert technical assistance on the specialized disciplines involved in neighborhood revitalization efforts. The responsibilities of this project included program administration, design, general architecture, engineering services, finance and accounting services, management information systems and technology services, residential initiatives and community supportive services and resolution of Legal issues. Smart was acknowledged by HOPE IV for its efficiency, exactness and excellence in HOPE VI revitalization efforts and Mixed Finance transactional matters. This engagement is currently in progress.
In June 2000 Smart served as co-developer for the Louis E. Brown apartments in St. Croix, Virgin Islands. This project involved a mix of 124 rental units, 111 single family homeownership units, community facilities, commercial, retail and public facilities, as well as the acquisition of an adjacent 52 unit apartment complex and a 51 unit off-site apartment complex. This development plan also included a mix of 8 rental and homeownership units for low and moderate-income families, elderly couples and elderly tenants.
Smart, Inc. is currently engaged by the Alexandria Housing Authority to serve as the Developer for the revitalization of the Sycamore Place Housing community. The responsibilities for this project which began in 2003 are creating a master site plan, structuring project financing, assembling the development team and securing local, state and federal approvals. The total development cost for this venture is estimated at $17 million.
Smart has also been engaged by the U.S. Department of Housing and Urban Development to provide technical assistance to the Bay City Housing Authority and the Palacios Housing Authority, which have both been declared “SEMAP” troubled. This project began in 2003 and ended in 2004, for the purposes of developing viable Corrective Action Plans to address the deficiencies and improve the overall administration of each agency’s Housing Choice Voucher Program.
